Dr. Inoue graduated from Kyoto University in 1992 and received a doctorate of engineering from The University of Tokyo in 1997. Since he joined Communications Research Laboratory (CRL) in 1997, which was reorganized as NICT in 2004, he has been engaged in the research and development of ultra-high-speed WLANs, wireless and mobile networks, ubiquitous computing, future-generation networks, and resilient networks. He has been in the current position since April 2016. He was a visiting researcher at Polytechnic University (now the Polytechnic Institute of New York University), New York, in 2000. He served as Director of General Affairs, Director of Finance, and Associate Editor of Transactions on Communications for the IEICE Communications Society. He also served as Chairman of the Technical Committee on MoNA and as a member of ten Technical Committees of IEICE and MBL of IPSJ. He received the IEICE Young Researcher’s Award in 2003, the Best Paper Award from IPSJ in 2006 and 2007, and the Young Scientists’ Prize of the Commendation for Science and Technology by the Minister of Education, Culture, Sports, Science, and Technology in 2007.

She graduated with a degree of B. S. Physics, cum laude, from the College of the Holy Spirit. After graduation, she worked as a Scientist at the Physics Dept., of the Phil. Atomic Research Center., and as Physics Instructor at the College of Arts and Sciences and the College of Engineering of the University of the East

Her career in I.T started when she was hired as Systems Engineer in Datronics Philippines, Inc. After three years in the company, and after being promoted to Sales Manager of the firm, she opted to resign and together with some friends, set up Hexa Integrated Services, Inc., a Computer Service Bureau specializing in data encoding services, programming, and manpower placement, where she served as its President and General Manager. When some of the original incorporators migrated and some were appointed to government positions, they decided to close the company but she proposed to keep the Company and continue the business by setting up a similarly- named company called Hexa Corporation, a family-owned corporation also involved in the same Service Bureau Business.

She is the Founding President of the Philippine National IT Standards, (PhilNITS) Foundation, Inc., (formerly known as the Japanese IT Standards Exams of the Philippines (JITSE Phil) Foundation Inc), an NGO which is implementing a Certification Program for IT
Professionals, since 2002 to the present. It is a joint project of the Ministry of Economy, Trade and Industry of Japan and the Dept. of Trade and Industry of the Philippines with offices in Quezon City, Cebu and Davao.

Dr. Danilo Jaque obtained his Master’s degree in Civil Engineering from the Asian Institute of Technology (AIT), Bangkok, Thailand, and Ph.D. In Civil Engineering (Water) from the University of New South Wales (UNSW) Australia. He is currently the President of HydroNet Consultants Inc. and has been involved in various planning, designing and project monitoring and implementation related to drainage and flood control, solid waste management, water supply development, hydropower development, wastewater treatment, as well as environmental impact assessment. He is currently doing research on Climate Change Mitigation and
Adaptation in support to DOST program in Region 7.

Dr. Jaque's teaching interests include Fluid Mechanics and Hydrodynamics, Hydraulics, and Water Supply. Other related subjects of interest are coastal engineering, hydrology, flood design, environmental hydraulics river engineering
and urban drainage and sewerage system. Other related projects he was involved in is Mandaue City Drainage Project where he provided technical advise to the City Government Mandaue, Cebu on their Drainage infrastructure program. He is also involved in the San Carlos City Flood Study where he conducted basin-wide flood analysis and developed flood intervention program to protect the proposed Airport facility and Economic Zone.

Humanitarian Technology Practitioner and Social Entrepreneur, Asian Disaster Preparedness Center (ADPC)

Mr. Biplov Bhandari, is a social and humanitarian technology practitioner, working in the community engagement and empowerment. He works as GIS Application Developer for the Servir Mekong Project with ADPC. Previously, he worked as Research Associate at Asian Institute of Technology, Geomatics Engineer at Kathmandu Living Labs and as consultant for Practical Actions and Development Gateway. Additionally, he is member and developer at Sahana Software Foundation where he develops, implements and evaluates the Location Based Early Warning System. He is also the International Coordination Council Member at Asta­Ja Research and Development Center. Biplov has extensively supervised and trained in the community level mapping using OpenStreetMap.

He was one of four young surveyors from around the world to be awarded with the FIG Foundation Grant for attending at FIG Working Week 2017 in Finland. He was also the speaker and fellow to attend the 7th ICCM conference in Philippines in 2016. Biplov was awarded with the Young Author Recognition, and the paper was awarded with the best paper by ITU. Biplov and his team also won the International Space Apps Challenge Kathmandu 2014.
Biplov earned his Bachelors of Engineering from Kathmandu University, Nepal.
